Regarding saffron cultivation

Can saffron be cultivated in cool climate places like mahabaleshwar or lonawala or matheran in Maharashtra?
If not, will a resident of maharashtra be able to cultivate saffron in KASHMIR?
are there any restrictions or regulations that one has to follow before indulging in this event?
