Hi,
The minimal the cost for 2 M and 4 female is nothing less than a 1.2-1.5 lacs.
Here is my most simplest advice, since you are in mumbai you are quite close to Nimbkar seeds, get locally avialble goats with a broader back which has given kids onces and ensure the teats are drooped very well and mostly equal in size. the main thing is good drooped teats and broader back, this is for scientific reason.
Get the semen of 100% pure bred boer from these guys and inseminate them, you can do that on a batch of 20 females and with good experience vet you can for sure get atleast 50%. of which you can get about 80% boer look alike and boer characterstic kids.
The whole artifical insemination will not be more than 10-15K i'm talking about the higher side.
