I want to know if we can extract oil from Red Tulsi

Secondly I want to know about euphorbia neriifolia is known as Vajra Kankata.

Snuhi consists of stem of Euphorbia neriifolia (Fam. Euphorbiaceae); a large branched, erect, glabrous, succulent, Xerophytic shrub occurring wild on rocky ground throughout central India and extensively grown as a hedge plant. It is known as the INdian SPurge TRee.

Tulsi and Euphorbia

Unless the species of tulsi is known, it is difficult to suggest extraction of oil. So far only two species, Ocimum basilicum (Indian basil) and O. sanctum (Puja basil) are commercially exploited for the production of oil. Oil recovery and its composition is important to exploit any plant for commercial purpose.

Reg. Euphorbia, Mr. Ashwini has already given information.
