Question Permissions needed to build farmhouse in Karnataka

I have 2 acre agricultural farm in a gram panchayat in north Bangalore, that comes under BIAAPA zone. I want to build a house (ground floor + first floor) in the farm. What permissions are needed? which office should I approach for building approval?

Please approach Gram Panchayat office for approval of your blue print ( along with estimate for construction )
