Need suggestions to start a Gaushala Ashram for old , sick , & street Cow .

Hello,I want to start a Gaushala Ashram for old , sick , & street Cow to give them shelter & treatment ,our mail purpose is to stop killing /slaughter for cow meat.
Any body can suggest how to proceed further.
