Need Advice for farming on Leased Land

I wish to do farming/floriculture/Horticulture on leased land in Sudhagad taluka of raigad district of Maharashtra. The land I have seen is of 'Varkas' type and does not have any crops grown over it. I want to get experts advice about following:
