loan and land for dairy buisness

Hello everybody,
i wish to start with dairy business by takin 15 cow and 15 buffaloo..i need to know the procedure how to apply loan from goverment.
i currently reside in satara district,karad city and state maharashtra.
and i also want to know any avalibilty of land near karad which i get for starting my buisness.
i know i have to go through the a national bank or a state bank to apply loan.i require proper procedure specific document and things related to them.
i will be thnak ful if anybody help me with this.
