Is it possible to get free electricity for Agri. Land-1Acre from Tamilnadu Agriculture Dept.?

Hi Friends,
We are having Agriculture Land- one Acre in one place,this location is non-water area,but Bore/well water available in this are,So i need to invest money for Bore/Well, Possible to get free electricity from Tamil nadu agriculture department?
who is contact person to apply ? Please send me procedure & details to apply.

Notether 1.5acre land in few other location in our village.
