Formation of culture medium for liquid bio fertilizer

Respected Sir/Madam
Kindly give information how can we prepare the culture medium for liquid bio fertilizer i.e. Azotobector, Rhizobium, P.S.B. etc.
In what propotion all the chemicals are added & what is the main solvent or carrier is it only distilled water or any thing else.
what is the process of bottelling. How long the bacteria can alive in bottle.
Kindly tell me whole process of manufacture the liquid bio fertilizer. please tell me required temperature also.
