Are these large areas of lands from Single owners?

I am just curious to know how it will be legal to purchase lands of 100 acres, 500 acres when there is Govt's land ceiling of 16 standard acres( Irrigated lands or nanchei ) or 37 acres of dry land. How the Property Register Office will allow the registrataion for large areas?

I would be highly grateful if you could share a convincing procedure that you adopt in settling this large land sale deals.
