You can contact the foretsry department, because you need to fulfil some legal formalities before sandalwood cultivation

Mysore sandal soap factory and some more private organizations (Indus herbs, Benagaluru 560004) giving buy back agreement to grow sandal trees. National medicinal plant board also giving subsidy to grow it, you can get subsidy for your cultivation expenses.You can get planting materials. Recently one member advertised in agriculture information also for supplying seedlings. you can also get seeds and raise nursery, you have to plant some supporting plant along with it like stylosanthes. because at initial stages sandal is a partial parasite.
