I know as of now is that the government provides subsidy for cold storage units in sub-urban areas. So you need to visit the office for Horticulture Board. The subsidy is processed via varying named offices as per the states.

If you're going to setup cold storage, when you don't require complete concrete building,
the best economical way to build cold storage i.e PUF Pabel or Prefabricated Panel
This method is East setup Energy saving and low cost, Easy setup etc.

And also required Air Conditioning (Chiller, Compressor) & Temperature / Humidity Monitoring System,
The Size of Capacity varied depend upon Product.
For example Tomatoes: 14*C, 85% Rh ( 15 days),
Grapes: -1 to 0 * C, 95 % Rh ( 14 days)

For your other questions, based on your Product ( Fruits, Vegetable, Meat or Others) , market opportunity, Farmer to Supplier link etc.
you should be research on site field and collect real data on ground work.
