For what kind of cultivation?

Hi:
For what kind of cultivation would this be useful? Cotton? Is the plastic re-usable? Where and what would be the cost of the plastic? Does this type of cultivation need Drip or can the irrigation be rain-fed or the conventional way? Please advise.
