where to get permissions for building farmhouse construction in karnataka ?

I and my brother jointly own 5 acers of agricultural land in karnataka . planted with arecnut and rubber 2.5 acers each. I have constructed a small one room house with attached bath , for my own living purpose.( apx. 300 Sqft. )
whom should I contact for getting building no. for this farm house.? what are the procedures.
people are saying ,I should get permission from DC office and get 2 gunta land for bulding house. agents charge Rs. 35,000/- for this work.
karnataka land revenue amendment act,2015 ( Karnataka act no.31 of 2015 )
allows a farmer to build farmhouse not exceeding 10% of the land hold by him
can somebody help me, what are the procedures, whom should I contact?

Please share info here once you get to know. I was not aware that such a thing (getting permission) exists. I too wish to construct a small farm-house in near future. And I am sure there are many who will be in the same situation sooner or later. Your feedback would be highly appreciated.
