with out seeing it is difficult to tell the solution do take some agriculture /Horticutlure officer near to yr land . generally do fallwing operation.
1.heavy ploughing exposing hard core to sun light which will kill most of the deadly pest and dieses.
2.once the rain occours through some dicotyledons (horse gram, sunhemp and diancha)
3.put lot of organic inputs like FYM, vermicompost.
4.give proper irrigation.
5. increase the vegetation
