Need help for organic terrace gardening.

hi,

I am new to organic farming..i have started my terrace gardening by planting eggplant..i use compost once in a month..now the eggplant has grown.But it has been more than 60 days,but still not yet single eggplant has grown.all the flowers are falling off..i could see the minute white bugs under the each flower buds and in some of the leaves..I mixed neem oil with water and handwash and sprayed but it doesnt help..
How to get rid of this white bugs..is there any organic insecticide i can prepare at home??
is my flowers are falling off..because of this white bugs??
And the leaves of eggplant are not green...its whitish green...whats the reason for this??
