effect of high EC in water and soil and low Organic Carbon in soil on Vegetable produ

Dear Freinds

I am planning to cultivate Vegetables and Fruits in my farm. The soil contains EC of 0.51 and Organic Carbon in low.
The water contains 0.86 EC and SAR of 4.04.
The pH of soil and water is neutral. The soil is RED Sandy Loam

Can any one guide whether the soil is suitable for cultivation of vegetables and if so, what are the ideal crops.
ANd how I can improve the quality of soil?
