Hi.. Can any1 suggest me a machine to reduce to temperature and maintain it to below 15C.

I have heard of Fogging Machines & Mist sprayers.

You can bring down the barn temp. arround 20 - 25. by using fogger or misting system.

What is your purpose?

If its a polyhouse/Greenhouse Fan and Pad system is also advisable but need to research on the electricity consumption. One more way is Artic Cooler- Similar to Air Conditioning bit expensive.
